R. TODD WELTER, MSM, CPC - Founder and President
Mr. Welter has over 25 years of healthcare industry experience assisting physicians and other providers, hospitals and other facilities with the business side of medicine. Through strategic planning and analysis, Mr. Welter’s main focus is increasing revenues and profitability.
Mr. Welter has a Masters Degree in Organizational Leadership from Regis University in Denver where he has had an appointment as affiliate faculty in the School for Professional Studies for over seven years. In addition, Mr. Welter holds a faculty appointment at the prestigious University of Denver.
Mr. Welter regularly contributes articles, research and review for well-known publications such as Physician Practice Magazine, Medical Economics, MGMA, and the Journal of Medical Practice Management. He frequently asked to speak to local, national and international audiences on subjects from coding and managed care contracting to reimbursement for new medical technology. He currently sits on the Board of the Spine Education and Research Institute (SERI) – a non-profit research facility dedicated to education of spine and general orthopedic surgeons and ancillary staff on new techniques in surgery and innovative implantable devices.
Prior to founding R.T. Welter and Associates, Mr. Welter was the Colorado representative for Medical Information Systems, Inc. (MIS). MIS was a national medical consulting firm based in Salt Lake City. He supervised other company representatives. In addition, Mr. Welter previously held positions in hospitals, insurance companies and independent practice associations. Mr. Welter is a former member of the Medical Group Managers Association’s Health Care Consulting Group. He was called upon by the MGMA to assist their membership with all coding and reimbursement issues.

SUSAN WHITNEY, CPC, CPC-I - Director of AMRS; Director of Coding and Documentation Services & Provider Education
Mrs. Whitney is a nationally known speaker and trainer in the areas of ambulatory medicine coding, hospital and other facility coding and documentation. Mrs. Whitney has over 30 years of experience in billing as well as coding and documentation auditing in both the hospital and physician settings. She works on behalf of the Office of Inspector General (OIG) to perform Independent Review Organization (IRO) work for those physicians who have been identified as needing additional coding and documentation training.
Mrs. Whitney is a certified coding instructor and offers an AAPC coding certification preparation course which provides students the most comprehensive and complete coding information in order to prepare them for the CPC certification examination and a career in medical coding.
Mrs. Whitney also has extensive knowledge and experience in rural health care billing and coding rules. She has assisted numerous rural health care hospitals to improve overall A/R and collections and to help them develop proper billing processes in an effort to increase their revenues. Mrs. Whitney also provides extensive coding and billing training to physicians and practices that are located in rural communities.
Mrs. Whitney is also an expert with practice management systems. She was a trainer, installation and customer relations representative for Medical Manager. Mrs. Whitney has extensive experience with medical practice computer systems, work flow, billing and collection systems the optimization of ambulatory medical practice reimbursement systems.
JENNIFER HEUER - Director of Practice Start-Up and Practice Management Services
Mrs. Heuer has devoted her entire career to working with physicians and practices and has over 15 years of experience and expertise in medical practice management, operations management and physician marketing. She holds a degree in Business Administration and Marketing from the University of Colorado at Boulder.
Physicians and practices are continually faced with operational challenges which affect revenue and profitability. Mrs. Heuer understands the nuts and bolts of practice operations and her goal is to help physicians and practices achieve their highest potential and greatest profitability. Mrs. Heuer works with practices to improve overall performance and productivity through the development of efficient and streamlined processes and the implementation of effective business systems. She also assists practices in developing marketing strategies and communications tools that are focused on building the practice’s identity, awareness, and most importantly, positive word of mouth in the community.
In addition, Mrs. Heuer has extensive experience in helping physicians start new medical practices and expanding existing ones. Her strategic approach to starting a new practice enables the practice to be set up right the first time, allowing physicians to hit the ground running and continue on a path to achieve the greatest success and profitability.
HILDA DELGADO - Practice Start-Up and Management Consultant
Ms. Delgado is dedicated to understanding the intricacies of the health care industry and operational/management issues in order to lead and assist practices to strategically position themselves in its competitive environment. Her experience in business development, human resources, financial management, and strategic planning has equipped her well to face and overcome the industry and market's changes, challenges and demands.
Ms. Delgado holds a Bachelors degree in the Science of Health Care Administration from Regis University in Colorado and is pursuing a Masters Degree in Business Administration with an emphasis in Strategic Planning and Operations Management.
Ms. Delgado is affiliate faculty at Regis University in the Health Care Administration Department. Additionally, Ms. Delgado is a member of the Medical Group Management Association (MGMA). She is committed to keeping herself informed and knowledgeable of the industry's changes and educating practices about the impacts of such changes.
